The design/build contract for the NM 528 Roadway Widening Project, from Westside Boulevard to Southern Boulevard, was awarded to the A. S. Horner/Wilson & Company partnership. The successful design/build team worked closely with the New Mexico Department of Transportation (NMDOT) and all the important stakeholders throughout the design/build effort to ensure that the new facility would meet the needs of the Owners, and create a beautiful and safe "Gateway to a Community."

The NM 528 Corridor, through Rio Rancho, New Mexico, was widened from a four-lane facility to an eight-lane facility from Westside Boulevard to Sara Boulevard and to a six-lane facility from Sara Boulevard to Southern Boulevard. In addition to increasing the capacity of the system, the project was sensitive to the community's needs and provided pedestrian amenities, noise wall protection to the adjacent neighborhoods, and theme landscaping for the corridor.
