I-25/Cimarron (US 24) Interchange Design-Build Program Management - Colorado Springs, CO

Colorado Department of Transportation (CDOT) Region 2 is using innovative Best Value design-build for improvements to the aging I-25/Cimarron interchange. The procurement process and RFP development focuses on prioritized project goals, followed by an RFP evaluation process tailored to maximize those goals. The two-phase selection process directs short listed teams to achieve goals and provide Additional Requested Elements (AREs) that have been developed to maximize the benefits of the project.

The Wilson & Company team is responsible for:

  • Conceptual design for the basic configuration of a Single Point Urban Interchange (SPUI)
  • Identifying project elements that should be further advanced during the procurement phase to reduce project risk and maintain the project schedule. 
  • Preparing design-build procurement documents including:
       o Instructions to Proposers (ITP)
       o Request for Qualifications (RFQ)
       o Draft and Final Request for Proposals (RFP)
       o Technical Requirements
