Wilson & Company provided the study, engineering (preliminary and final design), and construction management services for the improvements and reconstruction of the one-way pair principal arterial roadways.
The study phase began with an assessment of the function and characteristics of the Lead and Coal Avenues between Washington Ave. and Broadway Blvd., and completed the New Vision for Lead & Coal Avenues Study in March 2007.
The environmental and engineering final design phase began in May 2009 and was fast-tracked to take advantage of federal funding. A Categorical Exclusion was completed and approved by the NMDOT and FHWA that included extensive coordination with the State Historic Preservation Office (SHPO).
- There were over 400 historic (older than 45 years) buildings along the corridor
- Hazardous materials investigations were also required for approval and included an Initial Site Assessment (ISA) and subsequent Preliminary Site Investigation (PSI)
