Osage Beach Vision Zero Action Plan
Osage Beach, Missouri, anchors the Lake of the Ozarks tourism economy, one of the Midwest’s premier recreational destinations. The community’s population swells dramatically during peak summer months as visitors arrive for boating, waterfront dining, and resort activities, creating extreme seasonal traffic variation that few communities experience. This variation is not merely a matter of volume: crash patterns, conflict types, and contributing factors shift substantially between the high-tourism season and the quieter off-season, posing a transportation safety challenge that standard planning methodologies are ill-equipped to address.
The City of Osage Beach recognized that conventional safety planning tools that were designed for stable, year-round traffic conditions could not fully capture these dynamics. Without a data-driven, seasonally aware approach, the city risked investing in safety countermeasures calibrated to the wrong conditions, leaving its 4,715 residents and more than 240,000 annual visitors exposed to preventable crashes, injuries, and fatalities.
Funded through the U.S. Department of Transportation’s Safe Streets and Roads for All (SS4A) grant program, the City of Osage Beach engaged Wilson & Company to develop a Comprehensive Safety Action Plan grounded in the Safe System Approach, a framework that designs roads to accommodate human error and protect all users from life-threatening crashes. Wilson & Company led the effort, drawing on deep regional knowledge and a portfolio of more than eight completed and in-progress SS4A safety action plans across Missouri and Kansas.
The team developed a dual-season analytical framework that disaggregated crash data by season, enabling a true picture of where and why crashes occur under peak and off-peak conditions. This approach identified 10 high-injury intersections and 12 priority corridors, and produced 15 targeted safety strategies spanning engineering, speed management, enforcement, education, and emergency response. Community engagement, including three public events and an online platform that captured 30 map-based contributions and 98 survey responses, ensured local priorities shaped every recommendation.
The resulting action plan gives Osage Beach a clear, implementable roadmap to reduce and ultimately eliminate traffic fatalities and serious injuries on city roads. It meets all SS4A federal requirements and positions the city to compete for future implementation funding, turning analysis into action on the roads that matter most to this community’s residents and the visitors who depend on them.
The Osage Beach Comprehensive Safety Action Plan demonstrates that rigorous, data-driven safety engineering can meet communities where they are, even when those communities don’t fit the standard mold. The seasonal resort context required methodological creativity, and the result is a replicable model for tourism-dependent communities across the country facing the same challenge. Wilson & Company’s SS4A portfolio, built across multiple states, brought federal best practices to a local scale, directly advanced engineering’s role in public safety, and gave Osage Beach the tools to eliminate all traffic fatalities and serious injuries on its roads.
