Railroad Field Services
Rail infrastructure is a critical asset that supports a resilient economy. Rail corridors are used not only by owners and operators, but also by utilities and public infrastructure partners. Managing third-party access is essential for safety, efficiency, and compliance. Wilson & Company provides scalable tools and services to manage, audit, and measure third-party activities within the rail right-of-way.
Scheduling Agent Program
With a focus on efficiency, accountability, and visibility, our Scheduling Agent provides a systematic approach to managing the railroad right-of-way access needs of third parties. We facilitate the neutral management of Roadway Worker In Charge (RWIC) services, often required for construction, inspection, maintenance, or installation of utilities and roadway infrastructure.
The Scheduling Agent program works with public agencies and private infrastructure partners (Project Sponsors) to identify access needs, confirm right-of-way authorization, coordinate RWIC service provider options, and collect field data for cost auditing. This complete start-to-finish approach ensures streamlined oversight through a single point of management, the Scheduling Agent.
Behind the scenes, we work with RWIC providers to ensure compliance with railroad safety requirements while collecting daily field data on all assignments. This information is available through our proprietary online Scheduling Agent Portal, powered by Oracle, which provides universal access to data management and insights for project sponsors and host railroads.
Utility Inspection/Coordination (UIC) Program
When utilities must cross or be installed on railroad right-of-way, oversight is essential to protect operations and safety. Our UIC services provide inspection and coordination to Class I and shortline railroads nationwide, managing thousands of inspection days annually for overhead and underground installations.
From the earliest application stages, we communicate railroad requirements, identify potential issues, and work with sponsors and contractors to resolve discrepancies before scheduling. Once approved, we notify railroad personnel to ensure alignment and transparency.
On-site, our inspectors focus on safety, compliance, and protecting the integrity of the rail network. They are trained to recognize and address issues, ensuring safe and successful installation. Each inspection day is documented, with final deliverables shared with the railroad at project completion.
